California Prosperity Agenda
The Santa Barbara County Republican Central Committee has endorsed the California Prosperity Agenda proposed by the Pacific Research Institute for Public Policy (PRI), a California-based organization which champions freedom, opportunity, and personal responsibility for all individuals by advancing free-market policy solutions. The California Prosperity Agenda is a 12-point, multi-year plan that reflects the best thinking of PRI researchers and think tanks nationwide on how to restore freedom and opportunity to Californians.

Repeal The Gas Tax
The Santa Barbara County Republican Central Committee unanimously endorsed Repeal of the Gas Tax, implemented under Senate Bill 1 which became effective November 1, 2017.
The gasoline excise tax will rise 43 percent, or by 12 cents per gallon, generating an estimated $24.4 billion in revenue. The diesel tax will climb 125 percent, by 20 cents per gallon. This increase would add another $7.3 billion.
The diesel sales tax will rise 5.75 percent and raise $3.5 billion.
A vehicle fee, similar to what owners currently pay the Department of Motor Vehicles annually, will raise $16.3 billion.
Zero-emission vehicles will have to pay a $100 annual fee for road maintenance beginning in 2020.

SANTA BARBARA COUNTY REPUBLICAN PARTY REAFFIRMS SUPPORT FOR CONSTRUCTION OF BORDER WALL AMID ONGOING GOVERNMENT SHUTDOWN
The worsening crisis at the southern border shows that the construction of a physical barrier is necessary.
WHEREAS, the absence of a physical barrier along the southern border enables the widespread trafficking of narcotics, weaponry, enslaved women and children, and other contraband by transnational criminal gangs.
WHEREAS, coyotes (contract smugglers) sexually assault more than one-third of all female migrants on the dangerous journey from Central and South America across the southern border. WHEREAS, illegal aliens have caused grievous bodily harm to American citizens of California residence, including the 2015 home-invasion murder of Santa Barbara County resident Marilyn Pharis (an Air Force Veteran), and the 2018 line-of-duty murder of Cpl. Ronil Singh (a seven-year veteran of the Newman Police Department and naturalized American citizen of Indian origin). WHEREAS, the entry of illegal aliens into the American labor force suppresses wages for low-skilled American workers who cannot compete with the de facto tax-exempt status of undocumented laborers; Bureau of Labor Statistics data indicate that wages for African Americans and Hispanic Americans have proven to be most disaffected.
WHEREAS, border security is not only an imperative feature of any sovereign nation, but also unequivocally required by Article IV, Section 4 of the U.S. Constitution, as follows. “The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against invasion…”
NOW, THEREFORE, BE IT RESOLVED that the Santa Barbara County Republican Party reaffirms its definitive support for the construction of a border wall amid the ongoing government shutdown. The National Border Patrol Council has determined that the absence of a physical barrier on the southern border has resulted in the aforementioned concerns. If Democratic Party leadership refuses to negotiate in good faith, President Trump must weigh these exigent circumstances with his executive authority to declare a National Emergency and, if necessary, allocate defense funds for the construction of a physical barrier as part of a comprehensive border security strategy.
