Party Structure and Organization
Members of the Santa Barbara County Republican Party are elected by County Supervisorial Districts, at the biennial direct primary election, of each even-numbered year.
Candidates must be registered Republicans and live in their respective supervisorial district. Candidate’s names appear on the Primary Election Ballot. The number of elected members from each supervisorial district is based upon a formula that depends upon the number of votes cast for the Republican Party candidate for governor at the last gubernatorial election.
The Santa Barbara County Republican Party is comprised of 22 elected members:
- Supervisorial District One (4 members)
- Supervisorial District Two (5 members)
- Supervisorial District Three (5 members)
- Supervisorial District Four (5 members) and
- Supervisorial District Five (3 members)
If there are more vacancies on the committee than candidates for election, or when ineligibility occurs or a regular member leaves the committee, the vacancy is filled by Party Committee appointment after considering the recommendation of the remaining district members where the vacancy resides.
In addition, the Party Committee is comprised of, not more than 15 ex-officio members: The nominees of the Republican Party for Congress, for State Senate and Assembly with districts within Santa Barbara County and any persons elected to the Congress, State Senate, or Assembly at a special election to fill a vacancy in that house, can be ex-officio members of the Party Committee.
If the nominee for each of the following offices is a resident with voter registration in Santa Barbara County, that individual will also be an ex-officio member of the committee; including the party nominees for Governor, Lt. Governor, Treasurer, Controller, Attorney General, Secretary of State, Member of the Board of Equalization, or US Senator.
Party Committee members must appoint an alternate to the Committee. After being sworn into office, an alternate has the right to vote in the appointing member's absence. Alternates are subject to the same rules as members, and must meet the same residence qualifications as the member who appoints them.
An elected member can be removed from office, after a hearing in accordance with due process if:
- he/she affiliates with, or registers as a member of another party,
- publicly advocates that voters should not vote for the nominee of the party for any office,
- supports a candidate of another party or a candidate who is opposed to the party’s nominee, and
- who misses four regularly called meetings, without an approved excuse, within a twelve month period.
Every two years, following the general election in the months of December or January, the Party Committee reorganizes itself and elects six new officers:
- Chairman,
- First Vice Chair,
- Second Vice Chair
- Recording Secretary
- Communications Director
- Treasurer, and
- also a Caucus Chair from each supervisorial district (elected by regular members of the district).
The six officers and a non-voting parliamentarian comprise the Party Committee's Executive Committee.
In addition, the Party Committee has two permanent standing committees:
- the Finance Committee and
- the Precinct Committee.
The Chair, with the approval of the Executive Committee, may form other special purpose committees.
